I mean, Congress is the one who has to pass a spending bill, and they haven’t been getting it done. Executive orders (his stop gap measures like the payroll tax holiday) only go so far.
The president is not really the issue here, for once (though he is a contributor).

Question: There are seven judges on my ballot as “Shall Judge ____ of the __th District Court of Appeal be retained in office?” I have no idea. Is there somewhere I can find out anything about these people that would have a summary?

I usually do a Google search of their name. In my state there’s a group that reviews them, shows ratings by their peers etc. If they’ve have down some controversial judgements those often show up in news stories.

The state bar association usually has some resources for judicial elections. I usually read their summaries, and then Google the handful of candidates that I feel borderline about.

It was a pain in the ass to try to find out info. Finally I found a helpful guide on the local indivisible facebook group. I can tell you that Muniz on the Florida supreme court is a total asshat who decided not to go after the Trump University lawsuit and then just happened to be appointed to the florida supreme court by Trump.
We’re fortunate here in that we have several progressive voters’ guides that give insight onto which judges are problematic. I’d try your local Indivisible group, your state bar association, any progressive voters’ groups you might have there. Sometimes BLM- and LGBT-related orgs can also give insight into a judge’s biases, impartiality or lack thereof, etc.
I mean, that’s the end of restaurants, live music venues, theaters… wasn’t this going to contain money to help prop up orgs like that?
Not to mention everyone who can’t eat and/or pay rent.
