I have totally done this to people. Their fault. I am not so aware as this person and definitely thought people were 100% interested in the drainage system of the suburb we were driving through.

Lower population, less infrastructure, parts of it are not under government control. At least that’s the case for the southwestern part, Oaxaca and Chiapas. Farther north is mostly cartel territory.
