Stimulus denial is not even close to the worst thing about him. He’s evil and has consolidated an insane amount of power.
And he does look like a turtle.

Because no one asked for it, way too many words explaining a meme -
The meme is a picture of a turtle, not a tortoise (as noted above). It looks like an aquatic turtle species, like the common red-eared slider.
People compare McConnell to a turtle or a tortoise mostly based on cartoon depictions of the animal. [I think this winds up distracting everyone from how evil he is by focusing on his looks/demeanor as compared to a cutesy intelligent animal.]
The meme is taking an activity that would not be harmful to an actual aquatic turtle and turning it into a joke about torturing the turtle (akin to stuffing a head in the toilet - holding it under running water).
It would make more sense if it wasn’t an aquatic species and was a tortoise. Of course then you wouldn’t have a goofy “turtle washing” pictorial to use in the first place. And it actually would look more like torture. Making it less of a meme.
Tl;dr - meme requires you to conflate turtles with tortoises & understand the reference to McConnell [ETA to remove “barely amusing” editorializing adjective.]

Because it’s bothering me a bit. When we’re criticizing humor, can we at least state it as opinion? Remember, people are sharing things here because we find it amusing and/or think other people will enjoy it as well. It’s one thing to question the appropriateness of a share, but it kinda sucks to be on the receiving end of a statement like this, particularly when stated as fact and not opinion.

[And FWIW, I consider most memes “barely amusing” and I don’t take that as negative - that’s what 95% of memes are! Things that make you smile for 3 seconds and move on. But I understand how it can come across as criticizing someone else’s sense of humor.]

The context helps. Thank you. Fwiw I agree- memes are a “maybe blow a little extra air out of my nose” humor dose, which is probably why I share such a volume of them. Wasn’t how the language felt, but with more context that definitely helps. Thanks for being open to the comment!

Also, folks… the wikihow picture with the turtle literally says “wikiHow to Bathe a Turtle” in the bottom right corner 
The red check does indeed appear to indicate “it’s a good idea to bathe your turtle,” if not necessarily in that specific manner. Skimming the rest of the article, you should use a special tub and dump their bathwater down the toilet because there is a high risk they are harboring salmonella. Now that calls out for a Mitch meme.
